A Memorandum of Understanding on Bilateral Cooperation Signed Between Georgian State Electrosystem and Transelectrica

The Director General of Georgian State Electrosystem, Vano Zardiashvili, and the Chief Executive Officer of Romania’s transmission system operator Transelectrica, Ștefăniță Munteanu, signed a Memorandum of Understanding on bilateral cooperation in Bucharest, aimed at advancing the development of the Black Sea Submarine Cable Project.
The agreement establishes a framework for cooperation focused on coordinated efforts between the parties in preparing and developing the project.
Within the scope of the memorandum, the parties agreed to cooperate on conducting various studies required for the project, including geotechnical and geophysical surveys of the Black Sea seabed, as well as financial, legal/regulatory, environmental, and social impact studies. The agreement also provides for coordinated institutional representation in relevant international organizations.
The signing ceremony was attended on behalf of Georgia by Deputy Minister of Economy and Sustainable Development Inga Pkhaladze, Chairman of GNERC Davit Narmania, and members of the Board of Directors of Georgian State Electrosystem, Zviad Gachechiladze and Sophio Kevlishvili.
The parties discussed the progress of the Black Sea Cable Project and agreed on future joint steps, noting that the signing of the memorandum marks the transition of the project into a new phase of development.
A study conducted this year by the Italian consulting company CESI confirmed that the project is technically and economically feasible. The project is included in the European Network of Transmission System Operators for Electricity (ENTSO-E) Ten-Year Network Development Plan (TYNDP) for 2022 and 2024, and has been submitted for inclusion in the ENTSO-E TYNDP 2026. In 2025, the European Commission included the project in the list of projects eligible for Project of Mutual Interest (PMI) status.
The Black Sea Submarine Cable Project envisions the construction of a high-voltage submarine transmission network that will interconnect the electricity systems of Georgia and Europe. The implementation of the project will contribute to strengthening energy security in Europe and the South Caucasus region, supporting the development of renewable energy, and increasing transit capacity.
