3rd Conference on Promoting Investments in Renewable Energy

Zviad Gachechiladze, a member of the Board of Directors of the Georgian State Electrosystem, participated in the third Conference on Promoting Investments in Renewable Energy organized by the Energy Community.
During the panel discussion, participants reviewed the creation of a regional framework for Guarantees of Origin and the security system.
Zviad Gachechiladze presented Georgia’s experience regarding the introduction of Guarantees of Origin. At this stage, work is underway, together with the European Commission and the Association of Issuing Bodies (AIB HUB), to establish a cooperation framework that will support the development of a Guarantees of Origin market within the Energy Community and facilitate their recognition and admission to the EU market. The establishment of a reliable and interoperable system for issuing Guarantees of Origin, as well as the EU’s recognition of Guarantees of Origin issued within the Energy Community, will represent an important step forward for supporting the development of renewable energy in Georgia.In accordance with national legislation, the Georgian State Electrosystem is designated as the sole issuing body for electricity Guarantees of Origin in Georgia.
GSE was the first issuing body among the Energy Community member countries to introduce, in 2023, the electronic registry for guarantees of origin developed by the Finnish company Grexel. Almost all renewable energy producers operating in Georgia are registered in this electronic system.
Since 2024, GSE has also been an observer member of the Association of Issuing Bodies (AIB HUB) and is actively working on the harmonization of technical, procedural, and legislative frameworks.
